Situation
When install/upgrading Retain on Windows the Java and Tomcat installs don't work.
Resolution
A customer encounted this issue where Java and Tomcat would not install.
When we attempted to run the javainstall.bat and tomcat.bat files we found that a policy was in place preventing their installation. The policy was a blanket ban on running powershell, which the installer needs to put items in place.
